Testing and Commissioning of NYC State-of-the-Art Facility

During the construction of a state-of-art facility in New York City, SourceOne provided technical expertise to meet high quality standards and to complete the project on time and under budget.

BUSINESS CHALLENGE

West LB, a commercial bank that manages 3 floors of the 7 World Trade Center Tower, New York City office space, was building a new, state-of-the-art facility. To complete this development project, West LB needed an independent, third party to conduct a peer review of the engineering designs and to test and commission the facility to be in line with Platinum LEED standards.

Testing and Commissioning in NYC
SourceOne began by conducting a peer review of the design documents concerning feasibility, functionality, reliability, cost impact, maintainability and sustainability of design. The SourceOne team also developed a Master Acceptance Testing and Commissioning plan, including the specific requirements for design specification documents, as well as a Master Integrated Systems testing plan.

SourceOne recommends the best practice for commissioning based on the desired level of reliability, and provides commissioning services in accordance with the US Building Council LEED for Commercial Interiors Version 2.0 Reference Guide sections “Energy and Atmosphere”, “Prerequisite 1 - Fundamental Commissioning” and the “Credit 2 – Enhanced Commissioning”. 

As Project Manager, SourceOne coordinated discussions between design engineers, installing contractors and equipment suppliers to insure the methodology utilized for testing and commissioning of equipment met industry standards, LEED standards and the engineer’s design intent and performance criteria.

SourceOne was onsite to witness and oversee the contractor’s/equipment supplier’s pre-functional system checkout and startups, as well as to oversee individual component acceptance testing. SourceOne also oversaw the complete system level testing performed by contractors and equipment suppliers.

During the peer review, SourceOne suggested cost saving energy efficient techniques that would improve the overall original design once implemented. During the testing and commissioning phase, SourceOne exposed operational discrepancies and anomalies in controls, resulting in poorly functioning environmental systems. SourceOne worked to reconfigure controls, reducing energy consumption by optimizing efficiencies and ultimately lowering costs. Working with West LB’s LEED consultant, SourceOne was able to register West LB’s facility as Platinum LEED certified. 
 

RESULTS

SourceOne is a qualified Commissioning Service Provider (CSP) that supplemented West LB’s design and construction team’s expertise with the technical focus necessary to insure that a large capital and schedule intensive project was accomplished to the highest quality standards, on time and on budget.

By meeting the standards for Platinum LEED certification, West LB has ensured, lower operating costs and increased asset value, reduction in waste sent to landfills, conservation of energy and water, reduction of harmful greenhouse gas emissions, potential to qualify for tax rebates, zoning allowances and other incentives in hundreds of cities, and demonstrating a commitment to environmental stewardship and social responsibility.
